To create an accessible web site you have to follow some guidelines and recommendations. You can check the W3C site for help, examples, explanation, anything you need to know about accessibility. This is a link that might help you:

Another advice: try to use modern authoring tools and avoid deprecated ones to make your site accessible.

Some CMS may assist you in creating accessible web sites. Check the open source tool Drupal for instance.
