Some literature does suggest the use of UV Vis spectroscopy in determining the oxidation state of a metal dopant in a semiconductor, but it is not clear as to how is it done while we are looking at a UV Vis graph of a sample. Any help is appreciated.
Normally, the oxides are higher absorbent in the UV region, lower transparent in the visible region and higher transparent in the NIR region. This can be used well to recognize the formation of oxide in a sample. The oxidation states can be reasonably recognized from the UV-visible-NIR spectrum by the appearing peaks when compared to free metal samples. Hoping this may help. wishes...

In general yes, however depends on the system and cannot be carried out by means of conventional UV-VIS.
XPS and XANES are the techniques more useful for determination of valence states and oxidation states metals.
UV Vis spectra can provide information about the oxidation state. Following reference can be useful.
