You can for each language download the wikipedia wiki code as an SQL file. In which you can search for these tags.  IIRC the "citation needed tags" have some language dependence but there must also be some language independent component that they make use of because the wikimedia software  must interpret them.  Experiment a bit with a few languages and/or ask on the wikimedia maiing list

Basically, we use web-based semantic similarity measures as heuristics in order to find the best among a set of candidates (which are links in a Wikipedia pages in our experiments, but the model is general and can be applied to other networks of concepts with similar characteristics), so it's your first step.
