There are many abuses by bad actors on the internet. They may be: hackers, fake news purveyors, exploiters of Big Data, cyber warriors, and designers of software intended to addict its users. The explosive expansion of the internet and the unimagined pervasion and consequences of simple software application programs has led us into a realm without effective rules and regulations to safeguard the public.
Like all new inventions, the internet can be used for good or evil. However, it is unanimously agreed that the net is most certainly the epicenter of what is called global village. Establishing and constituting rules can restrict evil intentions of some unscrupulous users, but it cannot prohibit and even stop the dark schemes of those who enjoy fraud and corruption. What is really needed is to educate the people of the world to make intelligent use of the internet. Such a program should place a high premium on ethics because ethical standards teach people the difference between what they have a right to do and what is right to do.
