The impact factor (IF) is a numerical measure derived from a measure of the number of citations to a journal. It should be fairly obvious that this numerical value cannot speak about the quality of a paper with any good precision, as the term "quality" is subjective. On the other hand one might say that a journal with a high IF perhaps is of current interest to many, and that might correlate well with the perceived quality of the papers therein.
