Falsified insignia are illegal - I was an operations clerk for a US Army HQ Europe military clothing point. That stated, military personnel can partner with other military, such as in United Nations missions, and through orders wear uniforms and insignia not belonging to their regular military operations. Also, it's common practice for military not to wear their normal 'Class A' uniforms and instead wear their fatigues with tree or desert camoflauge, which also hides their rank from outsiders - in this manner you do not know if a high official is present and you minimize kidnappings or assassinations of high ranking officials exposed to civilian populations in the US or abroad.
