A paper may be published in a local journal (with zero Thomson-Reuters Impact Factor), but is open accessed. However, the author writing the paper is internationally recognized and has a wide network of colleagues, with who the full text is shared immediately after publication. Further, the journal is on-line and does not charge publication fee and hence scientists from all around the would and even poor-countries have a chance to publish in it. The journal comes on time and has a very strict double-blind peer reviewing policy. Reviews are, also, available along with the published paper. Of course, such policies would have this journal adopted by international publishers in a short span of time, but not in the initial 2 to 3 years. The author is very sensitive about the content he/she is giving to world.
Then there is paper published in a prestigious journal, which has page charges, is not open accessed (even after 20 years) the poor-country authors cannot get hold of a relevant paper. Which one is better?
