You imply a distinction between culture and environment. I do not see one, unless you are speaking of culture as a relatively enduring milieu and environment as something more transient. So, it would be easier to answer your question if you could define your terms more specifically.
In any case, there are multiple factors affecting a person's expressed behavior. The relative influence of physical capacity, internal temperament, upbringing, education, social milieu, values and culture will differ depending on the behavior in question.
You stated that many believe that culture determines an individual's behavior, and you believe that the environment and upbringing are the most influential. You are dicussing two variables, environment, which is related to the surroundings of people and organizations and includes internal and external enviroment, and culture, which is related to is the values, customs, and habits that characterize a particular society or nation.
At the same time, upbringing is more considered as a constitute of culture. Anyhow, I believe that both enviroment and culture are expected to affect the individual behavior. It is a good subject to try to work and conduct a research on.

I agree with Paul Sachs. Ian it is impisible to determine which is " the most important factor". Some individuals will be more influenced by their character and some by upbringing which is realted to culture/ environment.

By definition and in fact culture reflect the society and it generate the society environment and for that purpose education is in the society and education is to transfer culture from one generation to next. So culture and environment both makes the behaviour of individual
