Currently endorsed theory of learning uses behavioral evidence as main signs of student engagement. This is also used in teacher evaluations.

It is an aftermath of the domination of constructivist approached to learning which emphasize the "active" part of the student, whatever- even behavior which was once demoted to lowly theory for basing learning frameworks (Pavlov's dog is rendered inadequate).

But what if the student is stimulated cognitively? He will not show it behaviorally.

There is no study that shows learning outcomes improvement based on cognitive stimulation (a laden sign of engagement) without signs of behavioral engagement but I believe it would find correlations and probably change the current direction of behavioral signs as the only valid in student engagement and success in teaching.
