I have two data set, from collectivist culture (Turkey) and individualistic culture (France).
Results showed that Turkish adolescents have higher score on psychological control then Franch sample, but have higher score relational-interdepandent self and flourishing.
How it is possible?

Yes psychological control is very much culturally dependent..
not only that all dimensions of parenting---if you are referring to parenting---is very much culturally different..
studies show that...
but the effect of psychological control on adolescents is more or less universal in nature...
control if it is administered without a structure and diminished space for autonomy.... is harmful...

I agree with you absolutly. Actually, I concern about the association with psychological control and related-interdependant self and flourshing in collective culture. Adolescents feel more psychological control but fell more related with their parents and have more florishing Conversely, when adolsecents feel more psychological control they feel less related with parents and flourshing in individualistic culture.
Is psychological control culturally phenomena? It may work unequally in differant culture..
Control about what or whom? Without specifying an object of control, your question cannot be meaningfully answered.
There is some debate on this Jeny. This is part of the culturally specific vs. culturally specific debate on parenting.

It is cultural,as society defines behaviour and impacts what is perceived normal and abnormal. Take for example Alcohol use and self control, in some societies use of large alcohol amount is seen as rather normal while in other countries it is seen as abnormal or rather a result of excessive stress or depression, a form of escape from the two, while in others its seen as a way of celebrating achievement or any other good or bad thing (after tears). Jamaicans and the use of marijuana would not be similar as marijuana use in Botswana, which also relates to abiding to laws.
