By combining these, we should be able to submit our prospective research to a computer and get an assessment and analysis

Many have committed much effort and time to the peer review process over many years.
Peer review has it's flaws
Many researchers are held back by reviewers that just don't understand new frontiers in research or have their own agendas in blocking other's research
Sometimes faceless reviewers block research, but then steal concepts and ideas

Peer review has many (dis)advantages, sometimes we are not satisfied with its' results, but, in my opinion, it's necessary to keep it - that's human's perspective and it isn't perfect, yet it's much better than any type of software evaluation.

Despite weaknesses of the current manual research process, think this is still the best possible approach. Because AI is not mature yet at the moment (from content wise but not from technology wise) to perform the entire review process. In order to perform the entire review process you might need a series / networks of expert systems that can compare & contrast the contents whether they are justified for knowledge contribution besides the rigor of literature review, plagiarism detection, data analysis / result findings validation etc.
I believe, in time, AI can replace the human reviewers in the research paper review processes. The change is definitely welcome, from my experience peer review process rarely helps in promoting reararch that is scientifically significant, instead it promotes more of conformist , run on the mill type of predictable and uninteresting research. The reviewer, if biased and not upto the intellectual standard, can bring about serious problems to any good, out of the ordinary type research publications.
Artificial intelligent maybe good in certain way; however, fully replacing human task isn’t the time.
