The -OH (hydroxyl) group attached to an unsaturated carbon atom exhibits an electron-donating effect; but -OH attached to a saturated carbon atom exhibits an electron-withdrawing effect. For aliphatic systems without conjugation, the -OH group behaves as an electron-withdrawing group due to the induction effect.
