Is it the objective in tele-triage to diagnose symptoms or to estimate symptom urgency in order to classify symptom acuity for evaluation/treatment?

This ongoing controversy in the field of tele-triage also influences how software is designed and used. In remote encounters, can clinicians (MD's and RN's) really determine the cause (diagnosis) for symptoms?
