I am doing a territorial negociation simulation for installation of gravel extraction on a rather "good" agricultural land. The investor insists to have this land and claims that they can move the soil entirely to a different field where the quality of the agricultural land is rather poor. I haven't found anything on this. Is it actually feasible?

It is not practically possible or advisable. Rather you may try to improve your soil quality by manipulation.
The feasibility (in my opinion) depends on the technology available and finances. It has been done in the U.S. Midwest to excavate silica sand used by the oil industry to do hydrofracking and mine fossil fuels from the earth. However, I would not suggest it either as the costs (especially to transport soil from location A to location B) can be very high. Leave the soil in place (if you can).
rather than changing the soil it would not be better to use greenhouses, what is going to be invested in changing the soil is better spent investing in protected agriculture?
Replacing soil is possible in some cases like if the area is not that large..but in case large area it's very costly. So in economical as well as practical point of view it is not advisable.
But if you want to do some construction work and the soil condition is very bad ,you can follow some methods like ground improvement techniques .Soil can be improved in different methods of ground improvement techniques and bearing capacity can be improved.
Some cases like in case tall building construction pile foundation and pile raft can be used to give proper support to the foundation system of the building.It’s depending on the what you want to do and what is the site condition!!

According to my understanding One possible way is for enhancing fertility of area-2 the fertile soil can be excavated from the area-1 and transported to the area-2. and the excavated soil of the area 2 need not to be transported to area-1.As area-1 can be constructed with basement floor and some ground improvement technique if required.(cost estimation should be carried out before project to check the economic aspect.)
This will serve the purpose of both area-1 and area-2.
Yes, it is possible, even if you can improve an acre, it will go along way in combating climate change.
