However, the extensive cost of laser scanning constrains its application over large scales. The SAR and InSAR technique is able to monitor large-scale land surface deformation. It will depends on type of changes are you studying. Usually laser scanning is used for more local scale and small changes (Under cm). You can also use LiDAR if you want cover large areas
