Do you need to have a PhD to submit research to journals and if not how do you go about being peer reviewed? Does anyone have any recommendations of journals that are more likely to accept a masters student article?

I do agree with Amin Jaberi
. It was never been a condition to have a PhD for publishing a paper. The criteria are about the paper structure, novelty, any knowledge gap to be handled, the reliability and validity of your research methodology, the depth of your discussion, and whether your literature review section is covering all the main keywords and concepts of your research.Best of luck!

For publishing a article you need to have a content which is noval. During Under graduation also u can publish a article.
If you dont work any where, you can mention as independent researcher
