For days, I have been wondering on whether it is possible to use GIS technologies as a tool for disaster preparation. Specifically, my mind was on the following questions; is it possible to use GIS technologies to create possible scenarios for hazards, let’s say simulating runoff using rainfall-run-off models and then using GIS environment to visualize such scenarios in terms of flooding extent etc. If this is possible, what are the basic necessities that are needed for one to successfully accomplish this task? Is it also practical to do this for flash floods?
