Please find some literature on this but XPS is the best tool to determine the Oxidation state. From the FTIR data, you can say about the functional group properties, etc., or change in the peak position for different oxidation states involved but FTIR cannot predict the oxidation state. This I can say from my point of view.

The (surface) degree of oxidation can be relatively well estimated for hydrocarbon polymers as polyethylene or polypropylene using FTIR, but the method is much less reliable for polymers that already contain oxygen-containing groups.

FTIR is a very classical method very helpful at least from a qualiatitve point of view... they are hundreds of papers for polyolefins, polyamides, rubbers, epoxies and many others ...

It can be determined by taking EDAX data.

A qualitative way is the "classical" Carbonil Index (C.I.) based on FTIR bands of C=O linked with Polymers Oxidaion in the area of 1650-1780 cm-1, you may check the C.I. evolution within time with : C.I. = A(t) / A(i), where A(t) = IR absorbance of the stronger band in the range 1650-1780 cm-1 (for ex. measured at 1720 cm) and A(i) is a good band of the polymer not linked with oxidation, constant in time, ad is used to normalize A(t). You register A(t) at time zero before the oxidation and then relative C.I.(0) , then you might register A(t) during oxidation time: that usualli increase the A(t) absorbtion, with also relative C.I., having a qualitative evolution during time of oxidation via FTIR Carbonil Index quantification, see: Journal of Polymers and the Environment. 1(3): 1993. 171-179 , “Changes in carbonyl index and average molecular weight on embrittlement of polyethylene".
