FQHE is an exclusive property of correlated states (which is not to say that all correlated states are FQH states, but to say that no uncorrelated state can be a FQH state), a fact that can be demonstrated on the back of an envelope. Although the quantum Hall states in graphene and conventional two-dimensional electron systems are fundamentally different, this does not distract from the fact that I have just mentioned. 

The answer is probably no.

Dear prof Farid thanks for your educatove answer. You meant uncorrelated staes can not forn FQHS, and interactions are responsible for its formation? That is fine now, but does the strenght of the interaction, if it is non-zero, matter all? Especially when it is far below the cyclotron gap (weak interaction limit). My impression is that a highly correlated system implies a strongly interacting.

Dear Musah, you are welcome. In general, strength of interaction matters (think of a phase diagram along each of whose axes one has a relevant parameter of the problem of interest). As regards the fractional quantum Hall states, the external magnetic field changes the balance between the kinetic energy and the interaction energy and brings about these states by suppressing the former in comparison with the latter ('strong correlation' is a relative concept). Clearly, this cannot be the case when the interaction between the particles is identically vanishing, since zero times any number remains zero. Considering non-interacting particles, there is nothing to open up gaps in massively (macroscopically) degenerate Landau levels. Incidentally, the physics of fractional quantum Hall states must be approached from the strongly-correlated limit, since incorporation of interaction by starting from the non-interacting limit requires application of degenerate perturbation theory, with the size of the matrix to be diagonalised macroscopically large.
