We normally monitor air quality by measuring pollutant gases such as CO,COT,SO2,NH3 and H2S by special instruments. But this is very costly. Remote sensing will be more economical and effective if we could measure these gases using satellite imagery.
The European Space Agency (ESA) will soon launch the next Sentinel satellite, Sentinel 5-P. This one is specifically geared towards atmospheric/air pollution monitoring. Launch is expected in September 2017 and data will be free.

As far as your question is concerned, of course we can monitor air quality by remote sensing satellite imagery. You would be amazed at the potential applications of Aerosols monitoring with the MODIS, MISR, OMI, and VIIRS satellite instruments and various other Application of Satellite Data to Particulate, Smoke and Dust -Monitoring Satellite derived aerosol optical depth-PM 2.5 relationships, Application of Satellite Data to Gaseous Pollution monitoring especially NO2 & SO2 monitoring from the OMI instrument etc.

However, it could have its own disadvantages [spatial resolution of the remotely sensed datasets, the effects of cloud cover and other meteorological features] and the limitedness of remotely sensed data regionally and globally. Yes. The advantage is the satellite data has large coverage too. Qualitatively, it can provide information on pollution plume etc. However, there are uncertainties if more quantitative monitoring results are desired. A large number of publications are available on this topic, especially to improve the correlation between satellite data (e.g. AOD) and ground-monitored levels (e.g. PM). The answer is yes. and, remote sensing data have been widely used for air quality monitoring. Besides air pollutants, smoke and dust plume detection from satellite measurements can provide indication of air quality. However, cautions have to been taken, satellite data tells you what is happening in the total column, to get ground-level air quality, one more step has to been taken.

In order to obtain aerosol at the ground you need to make a calibration between the load columnar data from satellite and aerosol at the ground by least squared correlation once. This is enough to obtain continuous information from satellite

Yes! But need to understand that most of products are for total column, while Air Quality we concerned most are close to surface. So, information on vertical distribution of pollutants is critical for some type of pollution, such as pollutions from biomass burning, since the smoke can either go up high or can reach to the ground. There are some satellite instrument, such as S5P TROPOMI, which has sensitivity to the Troposphere and higher spatial resolution as well.

There are many that try but few get it right.
1: Air quality needs high temporal resolution see Fig 5 in Guo et al. Environmental Pollution 2017 221, 94-104 or my paper (confidential raw data hence max/ave) Fig 2 in Atmospheric Environment, 216, 116914 . That rules out MODIS/Sentinal and any others that do not supply the high temporal resolution. As for Landsat, 2 weeks???
2: Geostationary satellites are required to provide rapid data updates. This is slightly coarse but 4 km2 is better than anything else out there.
3: AOD uses spatial averaging and cloud subtraction. This is also wrong (sorry paper only in preparation on this one :-) )
4: Yes satellites provide a column, not ground-level concentration (GLCs). Fortunately, they are usually "optically thin" which means that the concentration of the layer can be determined and then knowing the plume height you can determine GLCs

The vital information that is missing from many of the existing satellite applications is that the temporal resolution is poor. The gas pollution cloud moves at (roughly) the same speed as normal clouds. If you look at the clouds right now how accurate does it depict the daily cloud cover. The short answer is - probably not very well if there are scattered clouds but better if the cloud cover is consistent. That is the same answer if you were looking at a pollution cloud, e.g. smoke from a fire or invisible gas. A long term daily average will give you typical background levels. However, air quality (i.e. short term exposure) is more concerned with the magnitude and duration of temporal maxima during air quality events.
The trade-off is usually between temporal and spatial resolution, and the size of the domain.
We can use Sentinel-5P under ESA for minitor air quality and Air pollutants such as CO, CH4, SO2, NO2, O3, Aerosols and other.
