It should be possible to get quality education from either public or private university provided the country establishes certain educational standards and make sure that they are adhered to. For example in India there is AICTE to enforce standards in professional education while UGC for general education. On top of that there are accreditation agencies that periodically checks the quality of education in the Universities. Even in US we have to go through the same procedures whether it is private or public universities. For engineering programs we have ABET and ATMAE accreditation programs that we have to do every 6 years. So in Bangladesh the government has to setup accreditation programs to make sure that private universities follow the standards.
Quality education means such education by which a people, society even though a nation can be positively changed. Education especially higher education is possible through Private and Public University. There is an assumption that private university can not ensure the quality education. They are focusing excessive profit rather than maintaing quality.

Of course! High quality or low quality education is not intrisically tied to the type of institution (public or private). There are low quality public universities, as well as outstanding private colleges or universities. Current evaluation and accreditation systems conduct on-site assessments of all types of higher education institutions, and apply the same standards to both.
Data show private universities provide quality education. In the Philippines, 4 private universities landed in the latest top 300 ranking of Asian universities. They are Ateneo de Manila, Ateneo de Davao, De La Salle University and University of Sto. Tomas. Only University of the Philippines was the public university who made it.

Yes it is! However, we should not think that the bulk of responsibility is on the shoulders of the university. It is important to "empower" students, i.e. encourage them to read as much as they can, to learn for themselves, to question things, to observe their surroundings and beyond. I believe that fostering this ability in students contributes to increase quality levels at universities. At the same it also encourages their trainers. Indeed, sometimes the success or failure of an institution is dependant on the working environment and not so much on the qualifications of trainers.
Yes, quality education can be obtained from private universities. In fact some of the highly ranked ones in India are private universities (Manipal University, Manipal, India; Amity University, Noida, India etc).
