Part of the issue here is defining what you mean by sustainable development. An important part of sustainable development is to include social impacts. In some cases these may be positive from shale production and in other cases negative (see link to this Nature article for more information about this).
I agree with Thomas. My suggestion would be to approach your question from a broader perspective initially by first conducting a thorough literature review into what defines sustainable development. You will find that there are many definitions of course, but the principles of sustainable development are generally rooted in the concept of systems thinking. Viewed from this perspective the use of the words 'exploit' and 'sustainable development' in the same sentence appears to be something of an oxymoron.
