Hi dear researchers
We are trying to find a way for detecting flood prone areas just by using digital elevation model. We don't want to find areas that are flooded, for example when the water level rises one meter.
We just want to know which areas may be most at risk if it rains a lot.
Is there any Arcmap extension or QGIS plugin for this purpose?

I don't know about any implemented model public available, but it is not to hard to set up such kind of model using geomorphological parameter, like the shape of the catchment area, the drainage density, the slope characteristic etc.: all based on a DEM. We are doing it in my GIS course as an exercise every semester
Yes, it' s possible. You can try with ARCGIS SPATIAL ANALIST, the visibility analysis can be an hint!

You can do it also with GRASS which is included in QGIS. You can compute the catchment area with r.watershed and from the area of the basin and certain expected precipitation you can estimate the water volume. My previous answer was about rain, but the flooding due to the rise of the sea level (due to climate change) is computed with the DEM alone.
It would be helpful is you specified the Area of Interest. If there is Lidar available, one could detect the very subtle lineaments of historical flows using any of a number of local dominance algorithms, like what are available in the RVT ( similar algorithms are available in QGIS/GRASS, etc. )Technical Report Relief Visualization Toolbox, version 1.3, Manual
Just a word of caution. Using just the topography and ignoring the flooding mechanism (hydrology and hydraulics) may yield misleading results. Now a days, people like fancy GIS functions and graphics, but one ignores the science at one's own peril.
