I don't think so. Ethanol has very little UV absorbance and, of course, no visible absorbance, whereas cannabis oil probably has a great deal of UV absorbance (I'm guessing). Probably the best method would be gas chromatography.

Yes, it is possible.

First, distillate the oil, then the distillate will be compared to a calibration curve of serially diluted ethanol at 277nm.
