first of all we should accept change even ( change in governance )
my definition about this model is : The main goal of this model is on the importance of the actual participation of people in process of decision making.
So that people can see the decision of representatives on the glass room. In fact, the success of the open government depends on the degree of data openness. this model is "technology push" .
of course, not only the goal of " open government" isn't " open data" but also are actual participation, accountability and transparency.
and then, for reach this goal and gain legitimacy and acceptance of the government by the people :
1- we should use open data and Open Government Data : I mean, Governments must provide the people with the data. Of course except for confidential and military data
2- with implementation open data : Bureaucrats are forced to respond and accept responsibility.
3- accountability
4- transparency
5- participation
my dear professor, unfortunately we are in sanction and then nobody accept my invitation in research gate.
hi my dear professor, thank you for your attention. first of all we should accept change even ( change in governance ) my definition about this model is : The main goal of this model is on the importance of the actual participation of people in process of decision making. The idea of open government is beautiful and politically correct. On the other hand, it is assumed that in the democratic groups there are representatives of the population perfectly balanced. In an open government, we have the participation of communication and there are no guarantees of representation, the one that approaches and shouts the loudest, becomes the best and the questionnaire represents the thinking of a very minority part of the population. In my opinion, I believe that the participatory model of the previous decade is more coherent, where there may be representatives of the community in the directories of public bodies. In the case of participatory budgets at the municipal level, for example, only one example, there are distortions of logical doing in the matter of infrastructure. In some cases in Argentina, when the population can vote for part of the budget for works in their neighborhood or locality, it ends up deciding for a solution that is inadequate. For example, choose to have asphalt and even in your area does not have adequate rainfall; Then, they waste resources on asphalt and last a few years, as a result of not having rain. In short, the logical model of infrastructure development is disorganized: 1. Opening of streets; 2. Electric power; 3. Storm drains and gutter; 4. Water and sewage; 5. Asphalt.
