If a photon is a small packet of energy then I think one need to convert food waste to a source of energy e.g. ethanol through fermentation. As the units are unified (energy) then the rest is conventional. An example you may consider the light bulb that converts electricity (energy) to light (photons) and heat which are both energy.
However from a more practical point of view, there are likely more useful applications for food waste. But perhaps a nice side-project; and artist once made a light source which works with blood-proteins, so you could only see if you donate a little bit of your blood.
