In the solution method, published in paper "Cs. Ferencz: Electromagnetic wave propagation in general relativistic situation:: A general solution of the problem, Radio Science, Vol.47, RS1014, doi>10.1029/2011RS004905, 2012" in ch.4., during the solution we find a not too simple self consistent field situation. During the searching the solution we shall have equation-system in which the unknowns are the electromagnetic wave components and the space-time metric functions together. The boundary conditions are the "free space-time" components where no propagating electromagnetic field exists. (I am working to derive such kind of solutions and it seems to me, that it is possible to find these types of solutions.)

No-light is massless, matter need not be. Matter has wavelike properties, so it doesn't make sense to distinguish matter from waves.

Matter has wavelike properties,  however that does not necessarily mean that matter can appear as waves.  Matter also appears as particles,  but that doesn't necessarily mean that matter consists of particles.  There is a form of matter that displays both wave and particle characteristics, however it need not be either of them.  A finite bound field (configured by a certain form of photons) can display both wave and particle characteristics.  A particle's intrinsic energy can be due to the sum of the energies (per Planck) of such photons.  

What can be said for particle/wave matter can also be said for particle/wave radiation.  In other words,  there is a form of light/radiation that displays both wave and particle characteristics, however it need not be either of them.  The above concepts diverge from current theory,  however such concepts take the mystery out of wave/particle duality and other inexplicable features that we deal with.  The link gives peer reviews of such concepts.  http://www.enago.com/academy/new-physics-framework-dan-s-correnti-book-review/

The Quantum Puzzle from World Scientific (publishing Sept 2017) has a ray-vortex model of the electromagnetic field. 

The closest thing to "matter waves is a form of light traveling in a electromagnetic-like medium" would be some ether such that as matter waves, as EM waves would be waves of some properties of the ether which distribute with the speed of sound of this ether.

Matter wave theory is already constructed based on the works of Profs. De Broglie and Schrodinger. In article on Periodic Relativity, unification of matter waves with electromagnetic waves is achieved. Origin of all kinds of waves is the energy. So unification of all forces as well as matter is sought in the energy. An article on unified equation relating spin-0, spin-1 and spin-1/2, is given below. In this theory Spin operator is introduced directly into the Laplacian. This equation is then utilized in the quantum gravity theory which yields all particles of standard model from a single formula.

It is possible that cosmos expands by increasing the metrical scale of four-dimensional (4D) spacetime. I have shown that the corresponding cosmos model agrees with all observations without assuming Dark Energy or Dark Matter. 

However, this expansion mode cannot be modeled by 4D General Relativity (GR). This is not surprising since motion cannot be modeled by geometry, since in geometry all points are fixed. 

To model this situation and still being able to use 4D GR we can make the assumption that the scale-expansion takes place via discrete steps of the scale. To an inhabitant in this Scale Expanding Cosmos it would seem as if the scale is oscillating at very high frequencies. It is possible to derive Bohm's version of Quantum Mechanics (QM) from GR if we assume that the metrical scale of the Minkowskian line-element oscillates at the Compton frequency. 

With this view the matter waves of deBroglie become modulations of the above Compton oscillation, which are induced by motion. 

Furthermore, Kaluza showed that Maxwell's equations may be derived from a 5D version of GR, suggesting that the fifth dimension might be the scale of 4D spacetime. This would make the electromagnetic waves and the matter waves "siblings", both being modulations of the metrical scale of 4D spacetime. 

The expansion of the scale would also explain the progression of time in a cosmos without beginning or end. And, the inertial force during acceleration may be explained as resulting from scale-transition of the Minkowskian line-element.

The wave-like or particle-like nature of a phenomenon in interactions depends on the interaction process itself because the mathematical description of  the real motion of any finite-like (i.e. non moving mathematical point phenomenon or non propagating coordinate-surface, e.g. infinite plane,  phenomenon) contains velocity and propagation factor parameters together. Paul, it is possible, but requires the solution to the Dark Energy problem. The electromagnetic medium you mention could be the oscillating scale of 4D spacetime induced by the cosmological scale-expansion, which also mirrors the progression of time. In fact, it is the progression of time. Dark Energy and Dark Matter simply disappear with this new cosmos model.

 -   in these posts above it is suggested also that these bosons, since have rest masses and, at that, integer spins, rather probably aren’t true elementary particle but some compositions of some more fundamental fermions.
