Well, "the" classical cheap silver complex is Diammine silver [Ag(NH3)2]+. Just add ammonia to water-dispersed AgCl and you've got a solution. If you want your complex to be soluble in different solvent, check out the catalogue of special chemical providers. Aldrich actually has a "Silver Complexes" segment.

you may use sodium cyanide solution to dissolve the silver to form silver cyanide as used in the cyanidation process for the silver extraction.

Sodium cyanide is not the right choice because it is highly toxic.

Please tell me why you want to make silver complex. If you want to extract silver from waste, usually nitric acid is used to dissolve silver, then it is converted to AgCl and finally adding NH3 to get it in complex form.
