If I 've LRQ curves (as a function of frequency) for inductor, is it possible to calculate full two-port S-matrix from it?
From equation in ADS(Keysight)
Leff=imag(1/YM_2p(1,1))/omega
Reff=real(1/YM_2p(1,1))
Q=omega*Leff/Reff
It is olny (1,1) but what about (1,2)
I know that 11=22 and 12=21
The equations that you have listed are only for a one-port measurement, with the inductor across the terminals of the port.
If you want 2-port parameters, you will need to decide if you want the inductor to be in shunt or series. Then you can work out the impedance seen by each port when the impedance of the other port is included with the impedance of the inductor. You can then work out the reflection and transmission coefficients.
If the inductor is in series, then the input impedance will be jwL+R+Z and the reflection (S11) will be (jwL+R)/(jwL+R+2Z).
You can use the sum of the incident and reflected voltages at the voltage divider made up of the inductor and the terminal impedance to work out the transmitted voltage coefficient (S21).

Depending upon how the parameters are connected in circuit, also based on that S parameters are applied after checking reflection and transmission ports.
