Generally speaking, a mere copy and paste approach to  conducting research on a given study topic is considered plagiarism. You can ,of course, copy and paste the information belonging to other writers, but you need to paraphrase and also acknowledge the proprietor.

if a researcher is not a good writer can get assistance of a collaborator-- therefore we cant say that if someone is not a good writer cant be a good researcher. An ability to write top ups our expertise to be a researcher.

Initially most of the researchers might not be very good in writing. Usually the art good presentation improves with experience.

Every researcher needs to be a good writer since he/she needs to report/write his/her findings clearly and accurately.

Research and writing are all creative fields that grows through constant practice, learning and experience. Understandably, a good researcher who is a good writer is perfect. Yet, its not all subjects we studied that we were excellent. Therefore, someone could be a good researcher but may need a professional writer and/or editor to tune his/her thoughts and findings in a well embraceable fashion for readers.

I think all researchers must learn to be good writers as well. This would ease the time and resources they invest for every research project they undertake.

Is it possible to be a Researcher without being a Writer?

Typically a researcher can't avoid / exclude from a writer role regardless whether you are a good / not so good writer.  Reason being as a researcher, you need to apply scientific method to conduct the research i.e. you need to brainstorm, review literature, develop your own framework / model / experimental method, perform the required analyses & syntheses etc & finally writing your report findings or sometimes as articles to your management or to the research community etc.

A “good” researcher needs to be a “good” writer in order to report to others precisely the objectives of the project done, the methodology, the findings, and the conclusions.

It is true that persons differ in capabilities so if a person is weak in  language, s/he can seek help from those who have fluency. In fact, this is the norm in universities (students ask for help in correcting the drafts they write). However, it is prohibited to see them adopting a copy/paste attitude since this is plagiarism.

I must draw attention to an illegal activity in which some “crooks” so-called “scholars” who produce publications upon going through published “authentic” papers & then changing the texts with synonyms, figures…etc. At a cursory glance, it appears as new research but it is fraud. In this way, a number of persons have become full professors in 3rd world countries but they are truly living a very big lie.

In research we have to communicate other researchers, companies, associations, laboratories, professors, etc. These communications can have several forms and several objectives. Generally, these communications obey the ISO quality assurance system. As a result, the researcher must have high skills in writing articles and communicating / criticizing results.

If the issue has to do with copying and pasting someone's else's findings as a new research, then it is a grievous offence. I don't think serious minded researchers should even take that foul and disparaging step. Research is an original journey for good gems to solve problems and not to repeat researches that have already done that. Research is about novelty and originality of findings to remedy new and untouched, gray challenges confronting communities and institutions.

If scrupulous 'academicians' engage in any form of plagiarism for academic laurels and it is empirically proven, those accolades must be retracted. Whatever is done in the field of research that is photocopying or dancing around someone else's original ideas is not research but theft. Culprits must be 'imprisoned'.
