I've had a similar instance where all of the reviewers accepted the paper, but the editor felt that the content did not align with the journal's viewpoint or stance on the topic, i.e. was opposite to his viewpoint, so rejected the paper. I also tried to appeal, first politely, but when I was ignored, more aggressively at all levels of the publishing group , but their ultimate response was that the editor has the final say!

I've also previously published in journals where my papers are among the top in terms of citations and downloads for that journal, yet all of my subsequent papers were desk rejected by the the new editor.

So, it is difficult to appeal! Ultimately there is much subjectivity involved throughout the process, and even in some instances inferior papers are published in good journals simply because of who they know and not what they know.

My suggestion would be to select and submit to another journal, since appeals generally fall on deaf ears.

I agree with Rodney Duffett that appealing is mandatory but it is very unlikely the editor would reverse their decision.

Journal editors are, historically, unwilling to review themselves. The article review and acceptance process is roundly subjective and editor-dependent. Please, save yourself the hassles and file the paper elsewhere.
