the question then is why assigning DOI to articles in a predatory journal by the "authorities'?
This is all murky business of making money. No standardization can be followed as long as these so called standardization agencies make money out of it, which is there prime motto and standardization is perhaps last.
It is inappropriate for one man (Jefferey Bealle) to just wake up a tag a journal predatory. His claims has been faulted and institutions are using the list ignorantly. He stopped publishing the list in February 2016.
