I need to simulate the blast simulation inside a soil region and study the soil behavior.
Do I need to model the soil using Eulerian mesh ?
Using ConWep in Abaqus needs a reference point, a standoff point (what are the differences of these points anyway?) and a surface, which seems like won't accept an Eulerian part surface. So what is the practical way of applying ConWeb interaction in Abaqus midst of an Eulerian soil ?
CONWEP is used only for simulating surface and airblast. For simulating blast, you need to model the explosive using Eulerian elements. You can use JWL Equation of states for that. I think its not neccessary to model soil as a eulerian material.

Regarding soil meshing, as soil will experience large deformations, Eulerian meshing seems like a necessity, doesn't it ?
Yes, for intordusing explosive mass, one needs to define a volume containing explosive material (with JWl EOS) in Eulerian mesh domain.
