I think, if the selected research has same context and geographical background, then, there are chances you can replicate the same design and sample by acknowledging that research. However, most of the time, one cannot adopt the same design due to diversification and novelty of a research, therefore, one can utilize the review of literature as a guideline and adapt (by some modification as per your geographical characteristics) sampling design accordingly.

Assuming that those citations are in the kinds of journals that your potential reviewers would read and respect, that might well be good enough. Of course, that will apply even more so to the journal where your original reference appeared. (The best case scenario would be if you were submitting to the same journal.)
