Under indian situations, I have observed that a scientist who is trained in a particular task for about 2-3 years in a department is suddenly shifted to another department without disclosing any specific reason. Now, my curisity to know is it okay or should be avoided?
It takes time and effort to build expertise in a subject and then contribute meaningfully. It is therefore essential to not disturb them so frequently.

Experts must work in a department that they feel themselves free to bloom there, otherwise; their creativity will be affected seriously if yoi change their environment.
Why not, if he/she will be relevant and more productive in the new department and provided he/she has the expertise requirements of the new department.
Definitely not a good idea to shift a scientist from one department to another. And fortunately, this does not happen in my country.
