The quantities which are involved in the equations when setting up the Williamsen-Hall plot are the peak widths (e.g. FWHMs). They are independent on any scaling of the intensity scale. Thus normalization is not necessary.
The most important thing is that you have to correct the peak widths for the instrumental broadening prior to use them for W-H plot.
