I believe it depends. For example, if absolutely only the resin broke, but some fibres were exposed, even without breaking, it could be that failure originated at the fibre-matrix interface, thefore the value you have is not the matrix strength. In addition, even if only resin broke and failure started and propagated within the resin only, the thickness of the resin layer may have an impact in the obtained value. In case the resin in between the laminates is thick enough, and failure propagated only within the resin; I believe yes, the measured value would be the strength of the resin.
