I was doing research on the solar collector (evacuated tube solar collector with bottom reflector). And something bothered me. Most of the studies are solar panel tilt angles. Can I take the solar panel tilt angle data for my solar collector design?.
No. We can't take both as same. Solar panels works differently. But in solar collector for maximum efficiency we want sun irradiance normally to our plane of dish.

Of cause not. Angle of tilt in solar collectors varies with the latitude of the area the collector will be situated in order to maximize solar radiation intake. It's also dependent on the size and type of design you're working on.

Probably the optimal scenario is snow-covered ground to the south
of the PV or collector array with a tilt-angle of 91 degrees in winter.
This minimizes loss due to snow-coverage or frost-precipitation
and maximizes "skier-tan" effect of insolation from above and below.

To be clear, there are a number of variants of solar collectors.
The oldest simplest is the flat-plate collector variant in which
cold water from a tank flows (either by pumping or by thermosiphon)
into the bottom of a sealed glazed cell typically with black metal back to maximize insolation absorption and conversion to heat.
As the water is heated it rises to the top and circulates into the collector tank by thermo-siphon or pumping.
Another variant is header manifolds top and bottom and glass tubes are fitted vertically between the headers. There may be a copper pipe perhaps with heat-absorbing fins within the glass tubes through which the fluid circulates similar to the flat plate collector.
The most sophisticated - and arguably simplest - system has only one header at the top. Each glass tube has within it a heat-pipe consisting of a copper tube - often with heat-absorber fins - with a phase-change refrigerant liquid within. Heat is transported up to the collection header by thermocirculation and the heat is transported to the system by the fluid which is usually pumped through the header.
All of these configurations absorb/convert the most heat when insolation is as close to perpendicular to the plane of the collector as possible.
Another configuration is a horizontal absorber tube with a parabolic reflector which can be tilted to compensate for the elevation of the sun...
