Converting organic and inorganic phosphorus to orthophosphate allows phosphorus to be determined by ion chromatography (IC) with suppressed conductivity detection. Why not just use the 'Molybdenum Blue' colorimetric method for free ortho-phosphate?
I think you need to know what kinds of posphorous compounds you may have, which largely depends on you sample source. Once you know possible posphorous components, then you can pick up your method. If you are sure there is no organic phosphorus, then IC is a good option.
