After submitting this paper to a journal, I have received feedback that it is not possible to make a contribution to this literature with analysis at such a macro level and I should look at firm-level data or case studies to do the analysis. This cant be correct can it?
Its a two way process whereby on one hand you may analyze entrepreneurship at macro-level to evolve policy formation and on the other hand you may undertake evaluation of entrepreneurship at micro-level to determine its impact or feedback to the policy. This purely depends on your research question at hand and the scope of your research project.

Can you provide more specifics on your article that was submitted? It is hard to say whether your data and unit of analysis was sufficient and appropriate for the Research Question that was posed.
You may want to take a look at the enterprise data from the World Economic Forum (WEF) Global Competitive Index (GCI)
There the data is based on firm-level responses from business owners that are then aggregated to a country-level perspective for policy analysis and formulation.

One way to go about this type of research is to use a sectorial (micro) analysis such as understudying a particular industry. Based on your research information, you may want to consider technology industry. There are a number of articles out there that examine technology and its influence on the economy. Hence, the outcomes or results of the study can be used to explain its aggregative impact on the economy. Good luck.

We are using the Global Entrepreneurship Monitor (GEM) data sets but I think the journal doesn't fully understand the methodology we are using hence the reservations. I submitted a different paper and the editor said that the econometric methodology was too hardcore for the journal. We utilize a similar methodology for this study.
If you have panel data then you can combine firm level data with time-series to capture macro-effects.
