I understand that you consider reviewing papers by a doctoral candidate (in the field of expertise of course) is one of his tasks. I think that the adviser has an important rule to decide too.

Take into account the foregoing excellent answers mentioned by colleagues @ Artur Braun @ Nguyễn Thanh Lâm, the Ph.d candidate if he is a partial or full time Ph.d candidate should have the initials of Ph.d's requirements.The first of them is to increases his/her knowledge about what ph.d is? what is the qualifications and the experience that should be possessed by the candidate?. The second one if how to introduce his work in a thesis or in a paper, there is a big difference between them, such this experience will be obtained by reading many and many researches and/or thesis for different researchers in different countries to know what is the content of thesis? and how to prepare it and articles as well. Also the reviewing of papers in different journals give the candidate a great knowledge about the items of the article which are different from journal to other. the reviewing of many articles by the Ph.d candidate give him an idea about scientists whom are working in his related field or fine point and scientific cooperation may be start. the third one, the reviewing of papers by the Ph.d candidate gives the candidate the base and the main references of his subject if he has a look at the papers' references which give him a good conception and assumption of how his discussion of the obtained results will be? The most ever important thing for Ph.d candidate from reading and reviewing articles is how to be a member with a certain responsibilities in a scientific team work. Finally Ph.d candidate without reading and reviewing many papers is no thing in scientific community.

@Artur Braun: yes, yes, yes and yes. I totally agree. A PhD canditate takes his/her steps into independent research which should comprise (ideally) doing the own research, reviewing, teaching and maybe even applying for own grants.

In my country the limited number of MSc. & PhD. students is 7 for one supervisor.

The answer to this mind bogling question is yes and yes. A PhD candidate has ample ability to review manuscripts to their disposal. Having made up their mind a student has set himself apart right in the initial stage to become a scientist, a good resrarcher which is what seperate him from other courses.

So yes.

I am pursuing my second PhD and get invitation to review lot many manuscripts. It helps me make me rich in knowledge.

In my opinion it is the right moment to get familiar with a process, which is part of a scientists life. They have also the possibility to ask the supervisor.

To the second question: NO. That is too simple... reading history of sciences you will find several situations in which senior scientists also had problems with brilliant new ideas...

well, in several cases the time (history) decided about usefulness giving us the opportunity to collect some additional knowledge for understanding and judging about new visions. Our planet was a disk in the past and today it is similar to a sphere. However, humankind remains always at the center of the universe.

If the Ph.D candidate and his supervisor professor don't understand the paper after reading or reviewing, the impression and their feed back will not express about the paper content and can be consider as a some kind of wasting time. So in the meeting (daily, weekly and monthly) of and scientific group or team work (includes Ph.d candidate) where each member (Ph.d candidate or other members) introduce his/her work through the last time also through this meeting such this issue should be revised and decide with head of the department what is the progress of this process and what are the benefits achieved?

Respectful Artur Braun, some brilliant new ideas might be not understood by the professor but it could be scientifically useful (as said by Mr von Bohlen) . Then the answer of A. Eldenglawey should be considered I think.

It is OK, they may do. I have started the papers review during my PhD with strong journals like RSC Advances. It maybe hard at the beginning and you have to read many papers in the area. The benefits are: it will open the door for a new knowledge, give new ideas, build your ability for critique and some journals give full access for 1 month.

It depends on the level of his study. If he is still a first or second year student, he is able to review only survey papers as he still doesn't have enough experience in presenting methodology or results in articles. If he is in the level of doing experiments, he is able to review short research papers. If he complete his PhD draft, he can review a full research paper.

I strongly agree with Dr.Braun and Eldenglawey.

In my opinion, it is good for the PHD candidate to review other people's work, it will improve his critical reading skills, however, there are some conditions:

-to have some prior experience in publication (from masters degree fro example), which means he has received review comments and knows what the reviewers do,

AND to have sufficient knowledge about the area....
