Every journal has its metrics; impact factor, article influence score, eigenfactor, h-index…etc.

Cloud these indicators be necessary and sufficient criteria to decide whether a journal is excellent or not?

In my opinion, another factor could be important: “the reviewer’s expertise”. If someone would like for his paper to be well examined for better improvement, is there any way to know if the chosen journal can provide that?
