The latter brings a level of quality control to teaching delivery in the best interest of the students. professors at my university can attend workshops to improve their teaching. We also have a departmental teaching excellence committte to work with those who need assistance. If someone isn’t fIt for the teaching profession, the one year or more will not change that fact!
It would depend on the standaed of the university. In our case we dont need the certificate. However, a masters or doctorate degree with publications are required. In the college of education professional license as teachers are required.

One may or may not necessary need a certificate in education or teach in a university. Being a seasoned academic is a calling and it emanates right from your undergraduate days when you begin to identify and admire your lecturers or professors. You tend to copy style of teaching of those you adore. In my own case my role model was late Professor William Okefie Uzoaga, Professor of Banking and Monetary Economics who trained from Yale and Fordham universities both in America. His style of writing and lecture delivery endeared him to me and moved in to learn from him and when he noticed my interest and love for him he welcome me for proper mentor-ship. So I follow his teach style and whenever I revise my lectures and teach it is usually unequaled. Nowadays people just enter teaching due to lack of jobs, most of them never chose to lecture right from graduation. I did. If you are really called to teach you will have passion for it and teach well and you also need mentorship from established professors in your field to impact in you the best methods. Today in my school people became in a hurry to rise and they became either stunted or etiolated to use the farmers terminology. One does not make a good academic that way. I also passed though Professors:FO Okafor and JAT Ojo and Dr Jonah Ezikpe. These great academics had great influence in my academic development. Presently I am grooming and mentoring a number of faculty in my department who are mentor-able and not academic politicians. There is no shortcut to it.
Methodologies are critical in deciding your tools, understanding the students, relevance of content to students and society, critical analysis in teaching and assessment, etc.
This is not mandatory because certificate do not teach the students but teacher would teach the students.If he or she is not qualified how way he or she be a teacher.I think teacher recruitment system must be controlled for recruit the good teacher.
As per the higher education rules in INDIA, the teaching staff of University must attend Orientation course (28 days) Training need for with in 5 years, and one Refresher Course (21 days) Training. Like this it will continue. That courses conducted by Academic Staff College of Some Universities.
