It is look like a leaf under microscope, but it could be a plankton. Earlier I heard that it was a ciliate, but I didn't get this picture again in my samples. This too found in Bay of Bengal waters. Please help me to identify this specimen.

looks in first instance like a scale from a butterfly or a moth.

It is not protist o zooplankton (somewhat looks like Kellicottia longispina). Some detail of larger creature.

I agree that it is not a ciliate neither a phytoplancton.
I too got this leaf like structure in freshwater sample collected from Barak Valley,Assam,India and that also in large number but could not identify till now.

Researchers found such specimens in the freshwater as well as marine water systems. Most of the researchers in the RG identified the specimen as "Scale of a Butterfly".

I have come across this specimen in my phytoplankton samples as well. Its certainly not an alga or a cilliate.
Yes it is definitely a butterfly scale which I see sometimes in our samples.
