We received a notification form the journal stating that : " There were no objections and comments from the two reviewers. Please send us your final paper exactly formatted as requested in the "Author Guidelines" in the "About" of the journal, with author's name(s), institution(s) and short bio(s) in MS Word format (doc, docx, rtf). You will receive an invoice for the APC by separate email."
Sounds very much like it Patrick. Did you not think it was before you submitted? There are usually many 'warning signs'. All 'legitimate' review processes will provide comment and, in almost all cases, will recommend some changes at least. The seperate invoice probably means that the money is going into a particular person's own account.
I will say what I keep saying. Just get to Journal Master List and search for a journal there. None of those is predatory, I can tell you. There are more than 20,000 journals listed there to choose from. There is provision to match manuscript and find the most suitable for your paper.

This journal is indexed in Scopus, ESCI, ‘real’ DOI assignment of each paper and is a member of DOAJ. So in principal it all seems legit and genuine. There is to say the least an unnecessary remark (changed 23-7-2020) in the info (because of the name change transition?) since this link also mentions: “iJOE is an Open Access Journal: Readers don't have to pay any fee.” However when looking at the author guidelines they mentioned APC of 290 euro.
Still looking at a number of papers I estimate the review process round 2 months (info is mentioned at the end/underneath of each paper) which looks reasonable. I estimate the operation as ‘low budget’, each paper is published in a one to one fashion as authors submit the final version, not much (if any) editing is performed by this journal.
I agree that not a single comment after a review process is somewhat unusual but apparently none of the peer reviewers had anything to add in your particular case. Still I tend to say that this journal is not predatory (decent indexing and especially DOAJ membership is a good sign). It fulfils a specific scope in online engineering.

Dear Dang N. H. Thanh , you are right. I thought it said authors don't pay a fee. But of course the whole idea of open access is that readers can read for free, at least it is a remark that is unnecessary.
