Is Intelligence Quotient a real measure of intellectual ability or does it have more sinister connotations?

 Intelligence Quotient is a controversial concept that places humans in a structure or hierarchy of intellectual abilities.  One of the main controversies is that race plays a part in determining at what level an individual might achieve.
