For natural gas something similar happened. Around 2000 - 2010 several LNG landing facilities were planned in the Gulf Coast in order to supply the domestic market with imported LNG. The widespread application of fracking has resulted in a gas glut in the domestic gas market, and the construction of several LNG liquefaction facilicities that now export lots of gas to Europe a.o. places
