The 2016 coming of USEXIT/an extreme democratic outcome(the minority view wins the democratic outcome) or extreme liberal democracy indicates that there has been a shift from traditional conservative thinking to flipped conservative thinking in the USA, as now things that were bad such as bail out such as the bail out of famers or increasing deficits are okay...like good socialism.

I don't think there is a fundamental change in conservative values in USA. What you mentioned (such as bailout of farmers and fiscal deficit) may simply be tactical moves by Trump administration. Their core beliefs still appear to lie within "traditional" conservatism.

It may be a tactical move by the traditional GOP, not for the Trump base. Under normal democratic outcomes(NDO), the world is resting on truths and inclusion; and therefore targeted social stability; and under extreme democratic outcomes(EDO), the world is resting on lies and exclusion, and therefore on targeted social chaos....
My theory of complacency indicates that only when there is full true majority complacency you can expect to see an extreme democratic outcome, where the minority view wins the democratic contest and therefore, the minority best interest is at the heart of EDOs like Trumpism, the best interest of the minority will be reflected and majority rule based institutions and values will be undermined and if possible reverse....

You certainly pose a compelling question, one which I presume shall yield a wide expanse of responses, that span the gamut of perspectives.
With that said, I am not certain I would go as far as saying, "... flipped conservatism (is) at the heart of extreme democratic outcomes like USEXIT/Trumpism.
Admittedly, my view may not essentially answer your question,. Nontheless, I shall posit that flipped conservatism is a product of the system of "democracy", that exists within the US context.
In effect, it is due to the constructs of "democracy", "governance" and the manner in which it is employed within the US's socio-economic and political systems, that phenomenon such as "Trumpism" have been able to evolve.
One of the reasons I hold this viewpoint is because when one takes into account that Trump clearly lost the popular vote, yet still "won" the Presidency, it speaks to the significance attributed to the system of governance that is employed by the US,;which essentially provided an environment in which such an event could (and did) occur.
Hence my acknowledgement and overall emphasis on the relevance of the governance system as being the focal point, from which "Trumpism" was able to capture the highest, elected office in the US, appears to be the differentiating factor, in this regard.
With that said, I will express that, in my view, "flipped conservatism" is undoubtedly a: bold, frightening and polarising reality in the US today.
Paco, the problem people even today have in understanding the origen of extreme democratic outcomes and figure out the best way to deal with them is that they look at extreme democratic outcomes with the eyes of normal democratic outcomes....
To understand you need to look at the USA system after 2016 as a shift from normal democratic outcomes/normal liberal democracy to extreme democratic outcome/extreme liberal democracy and then you can see that to work extreme democratic outcomes need flipped conservatism.....now what before 2016 traditional GOP saw as bad government policy(traditional convervatism) the Trump GOP see as good goverment policy...,,,If you flip traditional conservative values you can understand Trump policies....Now debt is good, bail outs are good, big governments are fine if they benefit the minority....Free trade is now bad...
For example as a back ground in the USA context, there has been a two block competing normal liberal system, democratic party(moral practicality) vrs the traditional republican party or GOP(practical morality), where the majority rules. This changed in 2016 when the minority view won the contest hleading to USEXIT, an extreme democratic outcome, which to be able to succeed the TRUMP GOP must drop the morality part and be focus only on practical ways to advance the best interest of the minority, locally and internationally....so the morality limiting the traditional GOP is dropped and Trumpism florishes at the expense of majority rule values and institutions....

It sounds quite intriguing to me. After BREXIT we are now coming across the discussion about USEXIT whereby President Donald Trump is gradually isolating his country from rest of the world. Trade War with China, emerging tension with EU over Iranian embargo, diplomatic snowballing against North Korea etc. are some of the areas he is confronted with these days. Strategic measures taken in Afghanistan, Iraq and Libya are increasingly becoming futile. At the domestic front, people are also getting confused over the 'America First' policy and losing their trust over the age old democratic institutions. What else coming in the list?

Well, perhaps an American should answer this question. First, you are confusing conservativism with populism. Conservativism in America has two basic coalitions: traditional or cultural conservatives (the Christian Right) and libertarians (classical liberals in the Herbert Spencer mold). What unites them is skepticism about governmental power and a desire to limit big centralized states. Populism is nationalist (tribal in a sense), and has always favored government spending on the welfare of "the people." It has no distaste for government power so long as 1) the people control the government, and 2) the government helps "the common man." America has a long history of populism, and I think it was inevitable that we would have a populist backlash. It's happened before and it will probably happen again. Extreme populism might be thought of as fascism, just as extreme left-liberalism might be thought of as the Soviet model. The true Right is afraid of both extremes, which explains why Trump had to beat the Republican Party before he could beat the Democratic Party (and the media).
Left liberals promise democratic power-sharing and broad-based social welfare (and this is their rhetoric), but they seldom deliver it. They gradually coagulate into a haughty political and cultural elite who dole out favors only to their mascot groups (e.g., favored minorities, women, and agents of the state). Essentially, government under Left-Liberalism becomes a redistributionist state, but alas most of the money goes to the political elites rather than to real people in need. For instance, 5 or the 10 richest counties in America are those that surround Washington D.C. You can probably succeed at doing such things, but not forever. Trump won because for the last 50 years or so the Democratic Party has used white working-class men (and traditional families) as its (negative) reference category...its common enemy if you will...to unite the numerous divergent groups it appeals to. Although I don't think most Democrats see themselves as at war with their own country, millions of people think it's a fair assertion (e.g., Obama denigrating people who "bitterly cling to their guns and religion").

What you are saying makes sense if you look at it from the normal democratic outcome point of view when the view of the majority wins the contest, but a USEXIT as you know is not a normal democratic outcome, it is an extreme democratic outcome where the minority view wins the over all democratic contest and must reflect the best interest of the minority.....so to understand that only flipped conservatism makes sense under extreme democratic outcomes ....
Under extreme democratic outcomes....Big government is good, bail outs are good, free trade is bad, social welfare is good, exclusion is good, family values are no longer important....morality is bad...but only if they benefit the minority....
The traditional GOP conservatism as you know it has been flipped to meet the extreme democratic outcomes need for chaos....the traditional GOP conservatism only works under normal democratic outcomes.....
