However, the major Government Security Agencies regardless in which country, are concern about increased Cyber Security Threads. Yet, the Internet Providers are increasing connectivity and User's Experience with the Quality of Service (QoS) Provision, to attract more customers and increase the business volume. Agreed with you. You can't have highest security and at the same time has excellent UI/UX. However, there are ways that you can provide acceptable UI/UX and at the same time ensure sufficient security is in place to protect necessary data.

You cannot segregate the two: privacy and cyber-security. Cyber-security has to guarantee privacy of users to enhance their trust and confidentiality of private information.
I was auditing some major ones. Practically they are different fields at any telecommunication companies. Cyber Security & Privacy belongs to compliance and is a centralized function, User's Experience & Quality of Service Provision is rather a service field topic and dealt by small business units. Of course, there are common questions, but Cyber Security & Privacy has common issues with many other fields.

I participate in the work on a system for overwriting data. One of the functions of the system is the ability to control the process through the network. Computers can be connected via LAN or wi-fi. For security reasons, it is a network that is independent of the user's local area network and is not connected to the internet. From the users' side, there are questions as to whether it would be possible to control this over the disk in computers connected to the user's local network. This can be done, but the use of a separate network was dictated by security considerations. The user prefers a more convenient solution at the expense of increased risk for the security of his data. However, I expect that if something happens, the user will still have a grudge against the system manufacturer or supplier.
I think that in the case of internet services, the problem of reconciling the convenience and quality of use of the systems and their security is even more important.
It is true that quality and security are organic parts of a whole. Let's see the differences. Confidentiality is already protected by laws, such as the statute of rules in EU and other countries. It is difficult for someone to file a lawsuit for the quality of the software interface or service. Hackers focus on the data, not interested in UX and QA. Personal data violations are being investigated. The quality of IT services is valued by the market and the end user. Personal data protection measures in organizations are checked by national supervisors and the quality of the services is assessed by consumers.
Security is either physical or cyber is largely perception. The breach of security erodes trust giving way to fear or flight. Also, security is objective or subjective. Therefore, there is no 100% guaranteed by any system or entity
