The different culture of the country make CSR disclosure is difficult to measure. For example many activities about CSR related Sustainability Development include charity and social activities but in GRI G4 only one theme cover however their activities include in CSR disclosure.

CSR disclosure can be defined as the information that a company discloses about its environmental impact and its relationship with its stakeholders by means of relevant communication channels (Campbell 2004; Gray et al.)
CSR is useful for building a positive image of a company. Disclosing CSR activities projects a positive image of the company by showing that the company is a responsible citizen. In some countries, it is a legal requirement that companies make public their CSR activities to fulfil the law.
For me, the answer is YES. I agree with Sudhir Yadav, that CSR disclosures biuld positive image of the company. It still be an abstract issue, unless it will become the subject of independent audit. Right now, in many cases it seems to be just another marketing tool.
The difficulty in measuring CSR is associated with the approach to its implementation by corporate organizations. It is implemented as a philanthropic gesture as against holistic business process. Philanthropy is just one out of the four elements in Carol's pyramid of CSR. In my opinion, GRI 3.1 guideline will be a better guide to operationalizing CSR
